Abstract : This paper presents a new schema for pre-paid water smart meters that utilizes the rise of mobile money offered by Mobile Network Operators (MNOs) in the greater East African region, with special focus on Tanzania. This paper examines the current architecture of prepaid smart meters, its drawback to adoption in the African setting, the results of the study and development of a new schema, and proposes a way forward that can see Africa using affordable prepaid water smart meters; in it making water more accessible and water supply more scalable.
