Abstract : The world economy is in search of sources of development. Today, the ability to create, to advance and extend innovations is a key factor of competitiveness. The essence of the concept open innovations lies in the development of internal management processes of R & D in the direction of increased interaction with the external environment, that is expressed in the diffusion of technology based on joint efforts of universities, national laboratories, the companies which are in stages of development or research perspective markets, suppliers, consumers, branch’s of consortiums. Experience the successful implementation of open innovations paradigm points to the need of transition of the Republic of Kazakhstan to the model of innovation management, as Kazakhstan needs to keep pace with the international community on issues of innovation management.
