Abstract : Touroperator’s job is extremely trivial and complex. As a result, tour operators’ professional competence has naturally become an important link in the operation of travel agencies, and professional competence has become one of the important qualifications required for the job of tour operatorat travel agencies. For this reason, this study conducteda literature review anda three-round Delphi questionnaire survey to conclude the professional competence indicators conforming totour operators’ qualifications; consistency test was carried out through descriptive statistical analysis, Kolmogorov-Smirnov one sample test, and Kruskal-Wallis one-way ANOVA to understand the consistency between the importance of indicators and opinions conveyed by Delphi techniquepanelists and the consistency among experts’ opinions in each panel. Professional competence indicators constructed in this study wereclassied into 3 dimensions, 10 items, and 69 connotations.
