A Feasibility Study for Private Public Partnership for E-Freight in Europe

Abstract
This paper illustrates the results of a study that has been carried out as an activity of the e-Impact project, a European project founded in the framework of the Connecting Europe Facility (CEF), and aiming at fostering the implementation of e-Freight in Europe. The study has the goal to assess the technical, financial and legal feasibility of an e- Freight Public Private Partnership (PPP) determining if it is possible to promote an e-Freight PPP, the form that this might take and the appropriate level of risk allocation to the private sector. An overview of the legal frameworks for PPP for the different countries involved in the project is presented as well as the methodological approach for the evaluation of PPP feasibility.
