The study adopted historical and content analyses in utilising secondary data gathered for this research. Nigeria has implemented various types of National development plans, ranging from fixed, medium term plans, to perspective and rolling plans. Development planning has not achieved much success in Nigeria due to many problems notably paucity of data, political regime changes, plan indiscipline and corruption.
