Nationalisation and Human Capacity Building in Qatar: A Study of Gaps and Challenges

Abstract
Identical to many countries in the GCC region, Qatar’s labour force relies heavily on the use of expatriates to underpin its growing economy. To overcome this problem, Qatar has introduced a nationalisation program (Qatarisation) to promote and increase the employment of nationals and to regulate the use of expatriate workers. This paper is aiming to examine the Qatarisation program and highlight some of the main challenges faced by employers implementing the initiative. The findings of this study identified several key gaps as follows: rising youth unemployment, lack of employment in private sector, pay disparity between private and public sector and high skill gap between graduates and employers expectations.
