Abstract : Governments around the world are spending a lot of resources on m-government mobile applications based (smart-government) projects for providing better services to citizens. Success of smart-government projects depend on the citizens’ adoption. There are many studies suggesting various adoption models of both e/m-government. These adoption models differ from country to another based on the surrounding environments. The goal of this study is to understand various factors which affect the adoption of smart-government services in the UAE. The proposed conceptual model for evaluating citizens’ intention to adapt smart-government services integrates constructs from Technology Acceptance Model (TAM), Unified Theory of Acceptance and Use of Technology (UTAUT), trust model, and awareness. The model will help in understanding a citizen’s perception of smart-government services in UAE. The paper proposes a unique model of smart- government service adoption which is applicable in UAE environment with an emphasis on ICT infrastructure availability and awareness about smart-government services.
